Is it true that Chirac had a secret deal with Serb general'?

The Telegraph reports, "President Jacques Chirac negotiated a secret deal to protect Ratko Mladic, the Bosnian Serb general accused of Europe's worst atrocities since the Second World War, according to evidence submitted to the United Nations war crimes tribunal in The Hague."

France, says "ce n'est pas vrai" (my french sucks, that could not mean what i think it means) but then it would have to really being the guardians of international law and morality...
